A new apartment can be sold from a floor plan long before anybody asks where its electricity will come from. Yet in a fast-growing market such as Mijas, the invisible infrastructure behind the brochure is increasingly important. In early September 2026, the municipality granted works permission for a new electricity substation at Rincón del Hinojal. The investment is €17.11 million, but the more useful number for property buyers is the voltage: 220/66 kV.

That substation is the centrepiece of the Ventilla plan, a wider reinforcement of the western Costa del Sol distribution network. It will be linked by four new 66 kV circuits running for about six kilometres underground towards existing substations in Elviria, Mijas, Cortijo Colorado and Fuengirola. The Junta de Andalucía describes the project in unusually direct terms: it is designed to serve new urban and industrial demand, support future connections, improve supply quality and give the network more capacity to absorb renewable generation.

For a Costa del Sol buyer, this is not a story about pylons or engineering for its own sake. It is about whether the infrastructure under a growing residential market is expanding at the same pace as the buildings above it. Mijas has become one of Málaga province's most active new-build municipalities. The grid upgrade is a reminder that housing supply depends on more than land, licences and construction crews: homes also need permanent power, roads, water, drainage, telecoms and enough network headroom to connect what comes next.

A New-Build Market Needs More Than Land and Planning

Mijas is a useful place to see the infrastructure question because the residential pipeline is already large. The Colegio Oficial de Arquitectos de Málaga reported 1,904 free-market homes technically approved in Mijas during 2025. Of those, 1,779 were in multi-family projects and 125 were detached homes. In the first quarter of 2026 alone, Mijas added another 389 multi-family homes and 55 detached homes to the technical-approval count.

A technical approval by the architects' college is not the same thing as a municipal building licence, a construction start or a completed home. That distinction matters. What the figures do show is the scale of the pipeline passing through professional design and approval. Prices reflect that demand. Idealista's August 2026 asking-price index put Mijas at €3,711/m², 8.9% higher than a year earlier and a new high in the series after its July methodology change. La Cala de Mijas was higher again at €4,593/m², up 10.7% year on year. Those are advertised asking prices across the market rather than completed transactions or new-build-only values, but they show why the municipality is attracting so much residential investment.

Domosmar's own live catalogue gives the buyer-side view. On 18 September 2026, it contained 29 available developments indexed to Mijas, with a median advertised development entry price of about €425,000. Twenty of those developments are flagged with swimming pools and 16 with a gym or fitness room. These are catalogue fields, not a census of every scheme in the municipality, but they illustrate how much modern residential product now includes electricity-dependent communal equipment as well as the apartment itself.

What the €17.11 Million Ventilla Plan Actually Builds

The Ventilla plan is more substantial than one fenced compound with transformers. The new 220/66 kV substation is designed to sit beside the high-voltage transmission infrastructure, creating a new point at which power can feed into the western Costa del Sol distribution network. From there, four 66 kV circuits will spread that capacity into the existing local system.

The construction programme is expected to create 32 full-time-equivalent jobs on the substation over an estimated two-year build period, plus another 33 full-time-equivalent jobs on the associated lines. That timetable should not be translated into a two-year promise for every part of the project or every future housing connection. Large electrical works involve technical, environmental and network sequencing beyond the municipal works licence. What has changed this month is that the Mijas substation itself has moved another step from planning into execution.

Why More Homes Now Ask More of the Electricity Network

The electricity requirement of a new apartment building is no longer just lighting, sockets and a few split air-conditioning units. Contemporary developments increasingly combine heat-pump systems, lifts from underground garages, pool pumps, landscaped irrigation controls, security systems, automated gates, gyms, coworking rooms and charging infrastructure. None of those loads is extraordinary by itself. At the scale of several thousand new homes and multiple commercial projects, however, network capacity becomes a planning issue.

Electric vehicles make the change especially visible. Spain's current building rules require new private residential parking to be designed with cable-routing infrastructure capable of serving future charging points. The important point here is larger: electrification shifts energy use towards the grid at the same moment that the housing stock itself is expanding.

Newer homes often use electricity more efficiently than older ones. Better insulation, modern heat pumps and tighter energy standards can reduce the energy needed to provide comfort. Efficiency and electrification are not opposites: a heat pump can use less energy than older heating systems while still increasing the importance of a reliable electricity network because more household functions are consolidated onto it.

This is why grid investment is best understood as quiet future-proofing. Buyers rarely choose a development because a 66 kV cable exists several kilometres away. They notice the network only when a connection is delayed, a charger cannot be installed as expected or infrastructure capacity becomes a constraint. A well-planned grid is valuable precisely because it stays out of the property conversation.

The Renewable Boom Needs Wires as Well as Solar Panels

The other side of the Ventilla project is supply rather than demand. Andalucía closed the first half of 2026 with 19,518.4 MW of installed renewable generation capacity, according to the Junta's latest energy balance. That was almost 73% of the region's total installed electricity-generation capacity. In only six months, the renewable total increased by 2,158.8 MW, the largest half-year increase recorded by the regional administration.

Solar dominates that mix with 14,816.2 MW of photovoltaic and solar-thermal capacity combined, while wind contributes 3,744.6 MW. Málaga province added 46.2 MW of renewable capacity in the first half of the year. The Junta also highlights four biogas electricity installations in Mijas, Marbella, Benalmádena and Estepona with a combined 2.6 MW.

Generation capacity alone is not enough. Electricity has to move from where it is produced to where it is consumed, and new renewable projects need places to connect to the network. The Junta explicitly says Ventilla is intended not only to serve new demand but also to provide greater capacity for the evacuation of renewable generation. That makes the project part of two growth stories at once: the western Costa del Sol is building more homes and Andalucía is producing more renewable electricity.

For owners, the benefit is indirect but important. A stronger network does not guarantee cheaper electricity, nor does it determine the energy bill of an individual apartment. Tariffs, consumption, building efficiency and generation costs still matter. What additional grid capacity can do is reduce the risk that physical network constraints become the limiting factor as more homes, chargers and electrified services arrive.

What an Off-Plan Buyer Should Actually Ask

A buyer does not need to become an electrical engineer because a new substation is being built in the municipality. The due-diligence questions are much more ordinary. For an off-plan development, ask whether permanent utility connections form part of the current delivery programme, whether the project has the required connection arrangements for the contracted power and whether any outstanding utility works could affect the expected handover sequence.

It is also worth separating the electricity supply to the apartment from the services around it. If EV charging matters, ask what reaches the allocated parking bay, whether the charger itself is included and how consumption is metered. If the project has a heated pool, spa, gym or extensive common areas, ask how those facilities are powered and what they may mean for community running costs. Those are ownership questions, not reasons to doubt the project.

For developments already well advanced on site, the practical evidence is often straightforward: permanent service works, utility cabinets, transformers, roads and connections become visible as completion approaches. For early-stage projects, the independent lawyer and technical documentation matter more. A building licence, sales brochure and estimated handover date describe different parts of the process; none should be assumed to answer every infrastructure question on its own.

This should remain proportionate. Mijas granting the substation works licence is a positive infrastructure event, not a warning that buyers should suddenly distrust electricity connections elsewhere on the coast. The buyer lesson is simply that utilities belong in the same practical checklist as parking access, completion stage and snagging. Why This Matters More in Mijas Than the Headline Suggests

Mijas is not one compact urban centre. It stretches from the white village through Las Lagunas and inland golf areas to a long coastal strip containing La Cala, Calahonda, Riviera del Sol and other established residential zones. That geography is one reason a six-kilometre underground network project can have significance beyond the immediate substation site. The new circuits are designed to connect into several existing nodes rather than serve one isolated estate.

The property market is similarly fragmented. Mijas averaged €3,711/m² in August asking prices, but La Cala stood at €4,593/m². A buyer comparing new developments in Mijas may be looking at walkable apartments near La Cala, hillside schemes with sea views, golf-adjacent communities or larger homes inland. The electrical infrastructure underneath those markets is shared even when the lifestyle proposition is not.

That is why the Ventilla project is more interesting than its €17.11 million headline. The number is modest beside an airport terminal or a motorway, but electricity is foundational infrastructure. A new restaurant can open without changing a property market. A distribution network that can accept more connections helps determine whether new housing, commercial space and electric mobility can scale without the grid becoming the bottleneck.

Infrastructure Headroom Is a Better Signal Than a Promised Price Premium

There is no credible percentage by which a new substation makes a home in Mijas more valuable. Buyers should be suspicious of any attempt to turn a regional grid project into an automatic capital-growth forecast. Asking prices are already being driven by much more visible factors: proximity to the beach, views, walkability, specification, terraces, golf, supply and the broader demand for the Costa del Sol.

The value of the project is more basic. The western Costa del Sol has been adding homes and electrified services quickly enough that the public authorities and network planners are expanding the infrastructure underneath them. The project creates another feed into the distribution system, links four existing substations, is designed to support future urban connections and arrives while renewable generation across Andalucía is rising at record speed.

For a buyer, that is a reassuring kind of investment because it is not trying to manufacture demand. It is responding to demand that already exists. Mijas has a large residential pipeline, asking prices at a new high and a broad range of live new-build projects. The grid upgrade does not make those homes attractive by itself.
